You don't need to get ascended gear unless you want to run high-level fractals (in which case you need the infusion slots). However, it's a good long-term goal, especially if you plan to play WvW or do raids. Ascended gear can be upgraded with agony infusions, which provide the agony resistance needed to survive high-level fractals.
Fractals drop ascended in t4 at a much better rate. The irony is you need ascended to run t4. If you are in exotics stick to t1 and t2, t3 is very iffy you need at least some ascended, this is not only for stats but for AR, you cant get the amount of AR needed in t4 from exotics at all.
WvW is a mix of PvP and PvE content kind of.In sPvP all gear is the same, it's standardized. In WvW it's not, you have what you take with you fom PvE (or any exotic armor that you might have gotten in PvP reward tracks etc.). So no, everyone uses their PvE equipment in WvW and they're not the same like in PvP.
Step 4) Buy the finished ascended materials (e.g. bolts of damask) and assemble all of your gear off the TP (full armor set, any weapons, backpiece) While doing all of that, collect your daily login rewards and join a guild for guild missions to buy trinkets and maybe even do a few fractals to try to save some built in ascended accessory
